Who can set up slack notifications in dbt Cloud?

We would like to set up Slack notifications in dbt Cloud.
I have a question about the settings, so please let me know if you know.

Is the Slack notification setting for each job only available to people who have “Linked Accounts” to slack?
Or can anyone who has administrative rights to the Slack workspace set this up?
